
Vice Admiral Ibok-Ete Ibas (rtd.), the Sole Administrator of Rivers State, has canceled all government procurement and tender processes carried out so far in 2025. This decision affects all Ministries, Departments, and Agencies (MDAs) that were involved in awarding contracts under the suspended administration of Sir Siminialayi Fubara.
The announcement was made on Thursday through a statement issued by the Secretary to the State Government, Professor Ibibia Worika. The directive orders all affected government offices to refund any money collected from contractors as part of these cancelled tender processes.
This action follows a Supreme Court ruling that upheld an earlier judgment from the Appeal Court in Suit No. CA/ABJ/CV/133/2024. The court found that there was no valid Appropriation Law—essentially, no legally approved budget—for the year, meaning any government spending or contract awarded in that period had no legal backing.
The state government made it clear that all fees collected for tenders must be returned immediately to the contractors. The cancellation will remain in effect until a new spending plan is approved and officially communicated.
